The manufacturer claims the seal will allow the device to go underwater with no ill effects, and that it even offers protection from bacteria via chemicals infused in the plastic. The clear plastic transmits finger touches to the screen and is transparent, so the cameras will still work.
This is a useful thing if you use your idevice in a bath (and who doesn't like reading in the tub?), have kids with grubby hands, or want to emulate Howard Hughes' sense of cleanliness.
